Tobias has actually enforced a policy requiring contractors and grantees to condemn prostitution. This has quite naturally hampered the ability of these organizations to reach out to prostitutes. Prostitutes like the people he himself patronized.

Funnily enough, I looked in the dictionary under "whited sepulcher" and there was a passport-quality photo of the Great Man.
I had to look that up: "whited sepulcher": An evil person who pretends to be holy or good; a hypocrite.
Sadly, none of my friends are as smart or as worldly as The Sobsister so I'll never be able to use such a cool term.
